DESCRIPTION OF DUTIES AND RESPONSIBILITIES Under supervision, the purpose of the position is to perform a wide range of routine labor-intensive work in the installation, maintenance and repair of City water and sewer systems, and associated utility lift stations and facilities. Employees in this classification function at entry level and are accountable for maintaining the cleanliness and appearance of the assigned lift stations and various facilities. Routine tasks are performed with some independence, and more difficult work is performed under direct supervision. Objective is to maintain utility systems and facilitate safe and efficient transporting of water/wastewater throughout the city. Performs various customer service-related service work. Works with customers to resolve issues and complaints. Installs, troubleshoots, maintains, and repairs PEP systems. Cleans, inspects, and maintains lift stations, water and wastewater facilities and equipment, e.g., performs water quality flushing, removes grease; lubricates motors and equipment, replaces packing in pumps and valves, replaces wiring and bearings in motors and pumps. Installs water and sewer systems; installs taps, backflows, stop-offs, domestic and reclaim water meters. Troubleshoots, disassembles, repairs, paints, and replaces transmission lines and peripheral components, e.g., hydrants, gauges, motors, assemblies, ground flushing systems and valves, panels, switches. Operates equipment through test sequencing to ensure proper operating conditions; monitors gauges and meters to ensure proper operating conditions. Performs all work in adherence to established preventive maintenance principles and schedules to detect wear and tear and prevent equipment and operational malfunctions; performs non-scheduled maintenance activities. Performs the safe and proper operation of trade’s tools and power equipment; adheres to prescribed safety standards and regulatory requirements. Maintains daily work reports and preventive maintenance records, ensuring thorough documentation for identified problem areas. i.e., Confined space entry, trench safety and elevated work areas. Operates and performs minor maintenance on all heavy and construction equipment and vehicles up to and including Class 8. This includes ensuring that the equipment or vehicles meet all safety and operational standards. Coordinates with other utility crews on leaks, main breaks, or related critical events; responds to emergency call-in in disasters or other critical events. Where applicable, will serve on emergency call duty; be available for emergency call back and 24 hours on call operations. Performs related duties as directed. MINIMUM TRAINING, EXPERIENCE, LICENSES, OR CERTIFICATIONS All positions require a High School Diploma or GED and must possess and maintain a valid Florida Driver's License. Tech I ($19.62 - $23.12): One (1) year experience in public utilities or other large scale commercial plumbing systems, and the ability to operate heavy equipment and tools of the trade; or an equivalent combination of education, training, and experience. General construction experience may be considered. Tech II ($20.27 - $23.89): Must possess a Class B CDL with Tanker endorsement and FWPCOA Wastewater Collections "C" License; suplemented by one or more years of experience in public utilities or other large scale commercial plumbing systems. Notifies supervisor of issues requiring management action • Exhibits a positive attitude when interacting with customers and/or the general public along the route to answer questions and directs them to contact customer service or appropriate department for additional information • Monitors drivers’ daily pre/post trip inspections, addresses findings, and ensures driver conducts proper inspections; review all truck repair issues and address shop manager to ensure mechanical issues are fixed • Completes a weekly vehicle inspection (Safety Lane) on each vehicle assigned to route; ensure vehicles are maintained in a clean and safe manner; blades are clear of debris and paper, document and review finding with drivers/helpers • Reviews weekly demand/volume for routes, determine potential gains from re-routing and recommend re-routes to the Supervisor or Manager • Assigned as a mentor and resource to other drivers to maintain operational standards • May open container enclosures or gates to access cans and may roll cans on castors into position for dumping • Cleans waste debris from the truck body and/or ground that spills during dumping process to maintain clean customer site and safety along roads and highways • May clean waste from the packer blade and truck body on each landfill run; ensuring equipment operations will continue safely and productively • Performs daily pre- and post-trip inspections; completes and submits the vehicle condition report at the end of the shift • Maintains and submits a logbook, daily route/productivity sheet, and vehicle condition report (post-trip inspection sheet) as required by law or company policy • Maneuver truck into and out of minimum clearance spaces, using mirrors to back up • Uses a key map and GPS to locate service addresses • Follows safe operating practices, including lock out/ tag out procedures to ensure proper operation of the truck • Monitors operations to detect loose debris, using mirrors or direct sight and/or listening for debris falling onto truck during dumping operation; visually scans customer site before and after dumping • Adherence to all regulations and standards • Performs other job-related duties as assigned Requirements: • Posses a valid Commercial Driver's License (CDL). • Minimum of three (3) years of commercial driving experience • Minimum of one (1) year of commercial driving experience in the solid waste industry • Experience operating a standard transmission on a commercial truck (depending on location) • Must be able to meet criteria for safety sensitive functions according to Company standards • Must be able to demonstrate the ability to safely drive the truck and operate the equipment Knowledge, Skills, & Abilities: • Knowledge of the truck and its components and the basic maintenance Requirements: for safe operation • Ability to operate a standard transmission on a commercial truck (depending on location) • Ability to control operations of equipment; maneuvering truck into and out of minimum clearance spaces, using mirrors to back distances of approximately 120 feet or more • Ability to recognize unacceptable waste (such as gasoline or other flammable materials) • Knowledge of safety and other related state/provincial and federal regulations • Ability to communicate effectively with internal and external customers • Ability to read, write, and comprehend associated documents and maps • Ability to understand and follow oral and written instructions • Flexibility to accept and adapt to change as well as the commitment to seek continuous improvement • Ability to exert muscle force to lift, push, pull or carry objects up to 50 pounds repetitively using proper lifting techniques • Ability to coordinate two or more limbs (for example: two arms, two legs, or one leg and one arm) while sitting or standing • Ability to follow all company safety policies and procedures Physical/Mental Demands: • Ability to stand, walk, use hands and fingers, reach, stoop, kneel, crouch, crawl, talk, hear, climb, balance, and smell. • Visual Requirements: include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus due to the constant maneuvering of vehicle in tight and high traffic areas. • Ability to regularly lift/move up to 10 pounds, frequently lift/move up to 25 pounds, and occasionally lift/move up to 100 pounds. • Sitting may be required 75% of the time when driving. Working Conditions: • Frequently exposed to loud noise, humidity, rainy/stormy, extreme hot and cold weather conditions (depending on season), moving mechanical parts, vibration, toxic and caustic chemicals, fumes and airborne particles • Depending on daily assignment: o May work in outdoor environment up to 100% of the time o Works route away from branch location on a continuous basis throughout the day. o Occasionally work in high precarious places. o Work in motor vehicle traffic conditions constantly. • Work environment is usually loud.
